<br /> <br /> <br />• <br /> <br />Requested For: 12803 Old La Porte Road which is further described as a 1.726 <br />acre tract out of the Enoch Brinson Survey (see Exhibit A). <br />Requested Bx: Mr. Patton H. Caldwell on behalf of Houston Shell & Concrete <br />Zoning: Light Industrial (LI) <br />Purpose of Request: A Special Conditional Use Permit is requested to allow <br />construction and operation of a concrete batch plant (SIC 3273) <br />in a Light Industrial Zone. <br />Background: The tract in question is located at the southwestern comer of <br />the Hwy. 225, Hwy. 146 interchange. It is bounded to the west <br />by Strang Road and to the south by the Southern Pacific rail <br />right-of--way (see Exhibit A). The property, which is surfaced <br />with calcium sulfate, has until recently, been used as a <br />parking/marshalling yard for heavy trucks and trailers. The <br />eastern most portion of this tract (the portion which abuts the <br />Hwy. 146 right-of--way) will remain under separate lease and <br />continue to be utilized for this purpose. The property to the <br />north (which is a separate tract) is also used as a trucking <br />facility. This business will continue to operate as well. <br />Houston Shell & Concrete is proposing to set up and operate <br />a "batch plant" at this location (see Exhibit B). The plant will <br />mix concrete from dry components and water. The wet <br />concrete will then be loaded into trucks which are dispatched <br />to job sites. A somewhat more detailed description of this <br />process has been submitted by the applicant and is attached as <br />Exhibit C. The tract in question is zoned LI. Zoning <br />Ordinance Section 7-500, Table A, lists this business activity as <br />Conditional in LI zones. A Special Conditional Use Permit is, <br />therefore, required. <br />
