This <br />increase reflects the need expressed by the people <br />of La Porte for recreational and leisure oriented <br />activity. The Land-Use Plan achieves this target. <br />A detailed account of the facilities included as <br />part of this target is presented in the Open Space <br />and Pedestrian System Plan (part 1.4). <br />o Rights-of-way currently constitute•16 percent of <br />La Porte's developed area. Projections indicate <br />that this relationship will increase by 25 percent <br />while the Master Plan indicates only a 12.5 percent <br />increase. This relationship will vary somewhat, <br />depending on the specific development solutions <br />implemented in the City's vacant areas and on the <br />implementation of the proposed Thoroughfare Plan. <br />•. Y;• o A 53-acre expansion of the La Porte Municipal <br />Airport is envisioned in the•Land-Use Plan. This <br />expansion is intended to accommodate additional <br />....~ general aviation service and storage area require- <br />ments and additional support facilities. <br />o A 77-acre expansion of Southern Pacific's rail- <br />yard is considered within the Land-Use Plan. ~°~ <br />The purpose of this expansion is to provide for <br />support train storage track space demanded by <br />• Southern Pacific's clients. The railyard•project <br />is currently being reviewed by the City staff. <br />L_ <br />• <br />.__ <br />o Vacant areas cease to exist when La Porte is fully <br />developed. Certainly, there will be individual <br />lots or parcels scattered throughout the City <br />which will not have been developed, but in general <br />no land will remain vacant. <br />1.3 Thoroughfare Plan <br />The need for a well-planned, integrated system of streets <br />and highways is very important to the proper development of La <br />Porte.
