The pro- <br />posed Thoroughfare Plan is a principal component of the La Porte <br />y' Master Plan, addressing the specific circulation needs and <br />:-~ proposed land-use requirements. Principal objectives of the <br />Thoroughfare Plan are to: <br />••- o increase accessibility to and from La Porte by tying the <br />local street system to the regional thoroughfare system, <br />._~ a maximize mobility within the community by separating <br />the street system local traffic from through traffic, <br />. o link major activity and employment centers in order to <br />~-- reduce local travel times, <br />~,~ o discourage heavy truck traffic destined to Barbours Cut, <br />.:;~ industrial areas in the City's extraterritorial limits, <br />and industrial areas within city limits from using local <br />city thoroughfares, and <br />°'" o provide the necessary thoroughfare capacities to serve <br />adequately future traffic growth. <br />.-- Planning principles that govern the Thoroughfare Plan and <br />were adhered to during its development are: <br />o Through traffic should concentrate on highways with <br />controlled or semi-controlled access. <br />-- o Thoroughfares should be spaced to accommodate traffic <br />needs of the areas in which they occur at the time the <br />City is fully developed. These thoroughfares shall be <br />._. more closely spaced in commercial, industrial, and more <br />densely populated sections and farther apart in outlying <br />areas. The maximum desirable spacing is at one-mile <br />intervals. <br />o Thoroughfares should be as straight and continuous as <br />possible and should border on City functional areas, such <br />.._,. as neighborhoods or commercial centers. <br />• o Unlike thoroughfares, local streets should be indirect <br />'~ and discontinuous, discouraging through traffic. <br />TurnerCollie~Bnden Inc <br />i. <br />3 •.' <br />.: .:i <br />
