• • <br />• Page 2~of 8 <br />Planning & Zoning Commission <br />Minutes of September 29, 1994 <br />Mr. Harrington stated staff feels that by placing conditions on the Special <br />Conditional Use Permit, the use of the property as pasture can be done in a <br />way that will not be detrimental to the adjacent neighborhood. With this in <br />mind, staff recommended approval with the following conditions: <br />Fencing adjacent to Bazbour's Cut Blvd., North 13th Street and <br />North "H" Street (Fair Lane) shall be setback at least 25 feet <br />from property lines. <br />Fencing adjacent to Highway 146 shall be erected along the <br />proposed right-of--way lines established by the State Highway <br />Department. <br />There shall be no access from the developed portions of the "H" <br />Street and 13th Street rights-of--way. Additionally, gates shall <br />be located at least 100 feet away from residential homesites. <br />Final locations shall be subject to approval by the Director of <br />Planning. <br />• Driveways, conforming to City requirements shall be installed <br />between gates and adjacent developed roads. <br />Water troughs shall be located as neaz as possible to western <br />property boundaries. Final locations shall be subject to <br />approval by the Director of Planning. <br />Applicant shall secure written permission from Southern Pacific <br />allowing water service lines to cross any property not covered <br />by the applicant's lease. Permission must remain in effect for <br />duration of the applicant's lease. A copy of the permission <br />letter shall be submitted to the City for attachment to the <br />applicant's Conditional Use Permit. <br />The 25 foot buffer azeas adjacent to Bazbour's Cut, 13th Street, <br />"H" Street, and the adjacent undeveloped right-of--way shall be <br />maintained by the applicant. They shall be mowed a minimum <br />of once each 30 days. <br />Dedicated rights-of--way shall remain unfenced and <br />unobstructed. <br />• <br />
