• • <br />• Page 3 of S <br />Planning & Zoning Commission <br />Minutes of September 29, 1994 <br />Property designated for use in the F-101 drainage project shall <br />remain unfenced and unobstructed. <br />Applicants shall, prior to erection of fencing, submit to the <br />Director of Planning, a letter from Houston Lighting and Power <br />Company stating that arrangements for access to the property <br />are adequate and satisfactory. As an alternative, the "H" Street <br />right-of--way can remain unfenced and unobstructed. <br />Animal concentration shall not exceed one (1) animal per each <br />1.75 acres of pasture area. This concentration limit shall apply <br />to each separately fenced pasture. <br />This permit shall be valid for a period of one (1) year from <br />date of Council approval. At the end of this period, the <br />applicant shall apply for a new Special Conditional Use Permit. <br />• At such time as the applicant's lease with Southern Pacific is <br />• allowed to lapse, or is terminated by either party, this Special <br />Conditional Use Permit will become void and all livestock must <br />be removed from this tract. <br />Chairman Waters announced a public hearing had been convened on <br />September 15, 1994, regarding this item. At that time, the Commission heard <br />comments from numerous citizens. The Commission voted to defer this item <br />until the next regular meeting. Chairman Waters invited everyone to speak <br />at this meeting even if they addressed the Commission at the previous <br />meeting. The following includes everyone signed up to speak during this <br />public hearing. <br />1. PROPONENTS <br />Ms. Hayes, of 704 N. 13th, would rather see this property used for <br />livestock than some sort of industry. <br />Harold Mathews (the applicant), of 4005 Polk in Deer Park, agrees <br />with staff's recommendation with the exception of keeping the rights- <br />of-way unfenced. This would create seven pastures and would not be <br />feasible for him. <br /> <br />
