• • <br />• Staff Re ort -December 15 1994 <br />P <br />Collegeview Subdivision <br />The proposed College View Subdivision is to be comprised of two lots within one block. <br />At 12.7273 acres, College View is classified as a major subdivision. The Development <br />Ordinance (#1444) establishes a three step approval process for major subdivisions. <br />Step one is General Plan approval. This was granted by the Planning and Zoning <br />Commission on November 17, 1994. <br />Steps two and three are preliminary and final plat approvals. Due to the nature of this <br />subdivision, these steps are being undertaken simultaneously. <br />Preliminary plats are intended to provide information necessary to review and evaluate <br />issues such as lot size and configuration, street and easement layout, and street and <br />subdivision names. While this is an abbreviated list, it typifies the types of elements <br />preliminary plats are to contain. Preliminary plat submittals are also to include submittals <br />of the City's Development Checklist, a title certificate documenting property ownership and <br />utility schematics for public improvements. <br />• Final plat submittals are to include all information required for preliminary plats plus <br />language necessary for recordation, construction drawings (for public improvements, streets, <br />utility mains, etc.) and any special documentation deemed necessary by the Commission. <br />As noted, this is a two lot, single block subdivision. There are no new streets to be <br />dedicated. With the exception of a proposed 8" water line to be installed for fire protection, <br />all utilities are existing. Based on these factors, it is reasonable to combine the preliminary <br />and final plat process. <br />Please note, although a single plat has been submitted, staff has reviewed for full <br />compliance with both preliminary and final plat requirements. Based on this review, staff <br />finds the plat to be in conformance with applicable ordinance requirements. <br />A Preliminary Plat Checklist is attached and as shown, the College View plat satisfies all <br />applicable requirements. <br />Also attached is a Final Plat Checklist. The College View plat satisfies applicable final plat <br />requirements. There are, however, certain answers noted on the checklist that warrant <br />additional explanation. The numbers preceding each comment coincide with the various <br />checklist items. <br />• <br />
