• • <br />Page 2 of 4 <br />Planning & Zoning Commission <br />Minutes of November 2, 1995 <br />reviewed and evaluated based on the impact of the total development on the City. <br />Staff reviewed Zoning, Comprehensive Plan, and Development Ordinance issues relating <br />to the Preliminary Plat. Based on that review, staff recommended conditional approval <br />of the Preliminary Plat subject to the following conditions: <br />1. Notarized letters from record property owners authorizing the applicants <br />to present the Preliminary Plat on their behalf. <br />2. Closure of streets and alleys located within the plat boundaries. <br />3. Inclusion of public sidewalks on the Fairmont Parkway and Hwy. 146 <br />faces of the property. <br />4. Utilities be located underground as opposed to overhead. <br />Jackson Hooper and Steve Chandler, of Chandler-Hooper Realty spoke to the <br />Commission. The developer, Jim Cummins, of J.A.C. Interests, also spoke to the <br />Commission. The gentlemen discussed the general layout of the plat and mentioned that <br />• consideration would be given to utilities being located underground. At this point in <br />time, it is undetermined whether the lots within the subdivision will be sold individually <br />or the space leased to tenants. <br />There was some question as to the entrance locations to the subdivision. Mr. Rankin <br />informed the Commission that discussions will beheld with Harris County regarding curb <br />cuts. <br />Mr. Rankin asked Mr. Cummins to give the Commission a rough estimate as to the value <br />of the proposed total development. Mr. Cummins replied it would be somewhere <br />between $15-20 million. When asked how many people could be employed, as a result <br />of the development, Mr. Cummins replied that there could quite possibly be 450-500 new <br />jobs created. Kroger anticipates opening by November, 1996. <br />A motion was made by Howard Ebow to conditionally approve the Preliminary Plat of <br />the Kroger -Fairmont Parkway Center Subdivision subject to the following conditions: <br />1. Notarized letters from record property owners authorizing the applicants <br />to present the Preliminary Plat on their behalf. <br />2. Closure of streets and alleys located within the plat boundaries. <br />3. Inclusion of public sidewalks on the Fairmont Parkway and Hwy. 146 <br />faces of the property. <br />
