~~ <br />• <br />Staff Report Zone Change Request #R96-008 December 19,1996 <br />Requested for: The rezoning request is for La Porte Outlots 718 & 719, which is further <br />described as being located as 7.26acs located at the corner of Fairmont <br />Parkway and Underwood Road. La Porte, Texas. See attached map and <br />legal description. <br />Requested by: Earl W. Wilburn, Trustee <br />for <br />The Estate of W. H. Keenan, Deceased, Mrs. W. H. Keenan, Edgar Ashley <br />Smith Children's Trust, The Estate of E. Q. Smith, Deceased and E. Ashley <br />Smith. <br />Current Zoning: Residential (R-2 & R-1) <br />Requested Zoning: Neighborhood Commercial (NC) <br />Background: The tract in question is located with frontage on Fairmont Parkway and <br />Underwood Road. It is adjacent to the Exxon Service Station. The zoning <br />of the adjacent properties is currently Low Density Residential (R-1), Mid <br />Density Residential (R-2) and Neighborhood Commercial (NC). The <br />applicant seeks to have the property rezoned for a grocery store and strip <br />shopping center. <br />Currently the Zoning Ordinance does not allow grocery stores in <br />Neighborhood Commercial Zones. The applicant has stated that rezoning <br />the property would aid his marketing efforts to obtain a contract on the <br />property. Although, Grocery Centers are only allowed in General <br />Commercial areas, the applicant has stated he would be able to accelerate <br />marketing of the property if he could show that the community supports <br />such a project. <br />The rezoning of the property to Neighborhood Commercial would allow the <br />applicant to submit a site plan that contains elements of the overall <br />development that meet the guidelines of a Neighborhood Commercial Zone, <br />i.e Drug Stores, Convenience Stores, Eating Places, Hardware Stores, <br />Insurance, Real Estate, Legal, Other Services, etc. <br />
