• • <br />Since the original zoning of the property, several changes have occurred: <br />• Improvements to Underwood Road; <br />• A significant population growth in the immediate area; and <br />• Anew subdivision within 1500 feet of the proposed rezone. <br />Analysis: The applicant, Mr. Earl Wilburn, is seeking a rezoning of the property to <br />allow a full service grocery and strip center. <br />Staff, in reviewing the applicant's request, has found it to be a reasonable <br />request. The current Land Use Plan does not show the area to be intended <br />for commercial use. The property is shown on the City's Land Use Plan to <br />be Mid to High Density residential. However, the City has been consistent <br />with providing Neighborhood Commercial along major roads within our city <br />limits. The rezoning would increase the current Neighborhood Commercial <br />at the corner of Fairmont Parkway and Underwood Road. <br />Conclusion: Staff suggests that the Planning and Zoning Commission consider a <br />favorable recommendation of Zone Change Request R96-008 to <br />Neighborhood Commercial. <br />
