The 10.54 acre tract shall be platted This can be accomplished with the <br />filing of the Final Plat. <br />The motion was seconded by Dottie Kaminski. All were in favor and the motion <br />passed <br />XV. CONSIDER RECOMMENDATION TO CITY COUNCIL FOR SPECIAL <br />CONDITIONAL USE PERMIT #SCU97-001. <br />A motion was made by Sandie Staniszewski to recommend City Council approval of <br />Special Conditional Use Permit 97-001. The motion was seconded by Dottie <br />Kaminski. All were in favor and the motion passed <br />XVI. CONSIDER RECOMMENDATION TO CITY COUNCIL. FOR ZONE <br />CHANGE REQUEST #R97-003. <br />No action was taken on this item: Decker McKim, of 2 Shoreacres Circle, addressed <br />the Commission. Mr. McKim asked the Commission to withdraw the request for a <br />rezone to CR <br />XVII. PRESENTATION BY DEVELOPER <br />Stuart Haynesworth addressed the Commission. Mr. Haynesworth is the sole <br />general partner of the property that fronts approximately 1 mile of SH 146 and <br />extends approximately 1h mile south of Fairmont Parkway on down to McCabe <br />Road Mr. Haynesworth stated he is seeking overall approval of a major concept <br />that is known as La Porte ExporvInport Industrial Park. He stated that at the time <br />of annexation, the City agreed to furnish sewer and water to the area within 3 years <br />(which he believes is the current law). It is now 27 years later and there is no sewer <br />and water available to the property. He was told by staff that if the project gets <br />underway, provisions will be made for those utilities. <br />Doyle Toups, of Grubb & Ellis, addressed the Commission. Mr. Toups stated he <br />was hired by Mr. Haynesworth to initiate a marketing program on the referenced <br />property. <br />Tom Northrup, President of Northrup Associates, addressed the Commission. He <br />was asked to look at the property from the standpoint of the highest and best use for <br />the property, review the City's Comprehensive Plan and regulations and provide a <br />drawing. They have now completed the fifth or sixth drawing, which they, showed to <br />the Commission. <br />• Mr. Toups and Mr. Northrup elaborated on the work that has been done to date <br />on this project and tried to answer questions from the Commission. <br />
