The motion was seconded <br />by Melton Wolters. All were in favor and the motion passed. <br />X N. CONSIDER APPROVAL OF THE GENERAL PLAN FOR THE BAYOU <br />FOREST APARTMENTS, PHASE I. <br />Mr. Rankin presented staff's report. Staff reviewed the General Plan for the Bayou <br />Forest Apartments, Phase I and recommended approval with several conditions. <br />A motion was made by Eugene Edmonds to approve the General Plan for the Bayou <br />Forest Apartments, Phase I with the following conditions: <br />1. The developer shall provide the City with a General Plan that shows the <br />phase development. The current 10.54 acres could be considered Phase I <br />and the remaining 6.46 acre PUD tract could be Phase H. <br />2. A construction schedule for the 10.54 acre and 6.46 acre tract shall be <br />Provided. <br />3. The Special Conditional Use Permit (SCUP) required for a PUD <br />development is approved by the Planning and Zoning Commission and <br />City Council. Upon approval, the SCUP information shall be reflected <br />on the General Plan. <br />4. Water and sewer extensions shall be required. <br />5. See General Plan checklist for additional items. <br />6. A portion of the NC zone corner tract has been included into the <br />proposed apartment development. This piece was to provide access to <br />the site, however, the driveway location conflicts with City zoning <br />regulations. This mint be corrected <br />7. The developer shall address interior development issues such as <br />easements (on site and east of the proposed site), drive access aisles, <br />building setback problems, etc. <br />8. Current access to public rights -of -way create congestion or dangers and <br />is not adequate for the safety of the project residents and the general <br />public. This must be corrected <br />9. Plantings or landscaping shall be shown. <br />
