OPEN PUBLIC HEARINGS <br />Chairman Waters opened the Public Hearings at 7:30 PM. <br />A. CONSIDER ZONE CHANGE REQUEST #R97-003, <br />WHICH HAS BEEN REQUESTED FOR TWO <br />PROPERTIES LOCATED IN THE 9,000 BLOCK OF <br />FAIRMONT PARKWAY. THE APPLICANT IS SEEKING A <br />ZONE CHANGE FROM MID DENSITY RESIDE <br />(R-2) TO COMMERCIAL RECREATION (CR). <br />Mr. Rankin presented staff's report. ` The applicant, Sverker Mejstedt, <br />has requested a zone change from R-2 to CR for 16.6 acres on <br />Fairmont Parkway, west of Pecan Crossing Subdivision, and east of <br />the Canada Street right-of-way. Mr. Mejstedt proposes to bind a golf <br />driving range, which is not allowed in a residential district. After <br />further review, staff felt that a CR zoning would allow broad range <br />of commercial activity into the area, some of which may impact the <br />nearby residential area. <br />Staffs recommendation was for the property to be zoned Planned <br />Unit Development (PUD) with a Special Conditional Use Permit. <br />1. PROPONENTS <br />Bobby Grisham, agent for Hank Fuller Real Estate, <br />addressed the Commission. Mr. Grisham noted that <br />he is representing Tract 713 and Decker McKim is <br />representing Tract 712. Mr. Grisham provided the <br />Commission with a handout. He began by stating he <br />was unaware of the complications of CR zoning at <br />this location and would not object to PUD zoning. <br />Sverker Mejstedt,1518 Wynfield, Deer Park, <br />addressed the Commission. Mr. Mejstedt does not <br />feel the lighting for the range wl affect area <br />residences. He plans to save as many trees as <br />possible, which should help shield the lights. <br />2.
