Planning and Zoning mission • <br />Minutes of July 21, 1998 <br />Page 3 of 8 <br />The motion was seconded by Michael Jetty. All were in favor and the <br />motion passed. <br />V. OPEN PUBLIC HEARING <br />Chairperson Waters opened the Public Hearing at 6:15 PM. <br />A. DISCUSS SPECIAL CONDITIONAL USE PERMIT #98-001, <br />WHICH HAS BEEN REQUESTED FOR PROPERTY LOCATED IN <br />THE 2000 BLOCK OF POWELL ROAD (SO. 16T" STREET). THE <br />APPLICANT IS SEEKING TO DEVELOP PHASE I OF A <br />PELLETIZED PLASTICS STORAGE, SALES AND <br />DISTRIBUTION FACILITY. THIS PHASE OF THE <br />DEVELOPMENT WILL BE ARAIL-ORIENTED WAREHOUSE <br />FACILITY CAPABLE OF HANDLING PRODUCTS BY RAIL AND <br />TRUCK. THIS FACILITY WOULD BE DEVELOPED WITHIN A <br />PLANNED UNIT DEVELOPMENT (P.U.D.) ZONE. <br />Mr. Kneupper presented staff s report. As part of the Planned Unit <br />Development process, applicants are required to submit a Special <br />Conditional Use Permit and a General Plan simultaneously. These <br />have been submitted for this project but due to the scope of this <br />project, several issues need to be addressed. Staff compared the <br />following components of the Comprehensive Plan with the General <br />Plan that was submitted. <br />Land Use: Proposed uses as shown are similar to the Land Use <br />Map. The Zoning Ordinance requires all uses and zones to be <br />clearly identified for each phase of the project. <br />Open Space: Open space was shown on the General Plan. The <br />landscape/buffer area may need to be increased since a pipeline <br />corridor occupies a part of the proposed buffer. A landscape/buffer <br />area may be in order for the east side of Powell Rd. Building lines <br />may need to be increased from what is shown. Consideration <br />should be given to have developer dedicate land area needed for <br />proper drainage/detentioNopen space. <br />Thoroughfare Plan: The extension of Wharton Weems Rd. <br />complies with the Comprehensive Plan. As part of the initial phase, <br />consider construction of Powell Rd. and extension of Wharton <br />Weems Rd. Request the developer provide estimates for <br />increased truck and rail traffic on a per phase basis. Limit number <br />of driveway entrances off Hwy. 146 South (can be handled through <br />covenants). Request the developer participate in preparation of <br />
