Mr. Armstrong <br />noted that the City can't insist the Developer make improvements to <br />Fairmont Parkway unless the improvements are directly related to the <br />impact of the facility on the City. Add super "best effort" statement. <br />Article IX. Section 9.1: At the direction of the Commission, Mr. <br />Joerns and Mr. Kneupper will continue negotiating with the Developers to <br />try and produce the best deal regarding number of rail lines permitted and <br />the Developer's level of assistance with acquiring an overpass on <br />Fairmont Parkway at the railroad. <br />Article XI, Section 11.1: In second sentence, change "HI (Heavy <br />Industrial)" to "LI (Light Industrial)". <br />VI. STAFF REPORTS <br />A) MINOR PLATS <br />Mr. Kneupper presented staffs report on Minor Subdivision Plats. <br />State Law states that a City may delegate to an employee of the <br />City, the ability to approve: 1) amending plats, and 2) minor plats <br />involving four or fewer lots fronting on an existing street and not <br />requiring the creation of any new street or the extension of <br />municipal facilities. The designated employee, for any reason, may <br />elect to present the plat to the Planning & Zoning Commission for <br />approval. The designated employee may not disapprove any plat <br />and shall be required to refer any plat, which he refuses to approve, <br />to the Planning & Zoning Commission within the time period <br />specified elsewhere in the statutes. <br />The Commission directed staff to prepare the necessary ordinance <br />amendments for consideration by City Council. If approved, a City <br />employee will be designated to review and approve similar plats <br />without having to send them to the Planning & Zoning Commission <br />for their approval. <br />B) LAY -DOWN CURBS <br />Mr. Kneupper presented staffs report on lay -down curbs. <br />The Commission directed staff to begin allowing installation of lay <br />down curbs (approximately 4 inches high with a sloped face) on <br />residential streets in accordance with a detail sheet (prepared by <br />staff and attached to minutes). The standard 6-inch vertical curb <br />will continue to be installed on collector or higher streets. <br />Misc. Staff Reports: Mr. Kneupper updated the Commission on <br />the status of Bayou Forest Apartments. <br />
