Planning and Zoning Covission • <br />Minutes of November 19, 1998 <br />Page 3 of 4 <br />A motion was made by Sandie Staniszewski to approve the Final Plat of <br />Funcare-Fairmont Parkway Subdivision contingent upon installation of <br />sidewalks by the owner. <br />The motion died for lack of a second. <br />A motion was made by Jim Zoller to approve the Final Plat of Funcare- <br />Fairmont Parkway Subdivision. The motion was seconded by Melton <br />Wolters. All were in favor and the motion passed. <br />VI. CONSIDER FINAL PLAT FOR G.S.L. SENS SUBDIVISION. <br />Mr. Kneupper presented staff s report. E.G. Mylonas, for the owner GSL <br />Investments, Inc., made application for the Final Plat of G.S.L. Sens <br />Subdivision, a 2.0418 acre tract located at 1434 Sens Road. <br />Staff recommended approval of the plat stating it satisfied ordinance <br />requirements. <br />A motion was made by Sandie Staniszewski to approve the Final Plat of <br />G.S.L. Sens Subdivision contingent upon installation of sidewalks by the <br />owner. <br />The motion was seconded by Michael Jetty. All were in favor and the <br />motion passed. <br />VII. PRESENTATION BY BROOKHOLLOW CORPORATION REGARDING <br />PROPOSED TAX INCREMENT REINVESTMENT ZONE (TIRZ) <br />John Joems gave a brief overview of the creation of a Tax Increment <br />Reinvestment Zone (TIRZ). Introductions were made for the following <br />people (Please note that names of people and companies may be <br />misspelled): <br />Dan McCullough, of Texas Industries (a NYSE company in business for <br />approximately 40 years), Glenn Opal, of Vincent & Elkins (law firm in <br />Dallas), Charles Jennings, of Legg -Mason (investment broker), and Brian <br />Jordan, of Jones & Carter (civil engineering). Don Grandeus (specializing <br />in single family developments) was not present for the meeting. <br />Glenn Opal described the workings of a TIRZ while answering questions <br />from the Commission. <br />David Hawes commented that the City is working with the applicants to <br />prepare a preliminary finance plan, which City Council will review and <br />eventually make a determination as to whether or not the City will create a <br />reinvestment zone. <br />
