i <br />• <br />Staff Report Fairmont Oaks Apartments June 17,1999 <br />Major Development Site Plan <br />Background <br />The proposed Fairmont Oaks Apartments consists of 188 units; a multifamily residential <br />subdivision occupying 12.175 acres located at 9801 West Fairmont Parkway. As <br />proposed, the subdivision will have frontage on both Fairmont Parkway and Underwood <br />Road (Exhibit A). <br />Under the terms of Development Ordinance 1444, the proposed development is <br />considered to be a major subdivision. This is based on the size of the development (in <br />excess of 10 acres). The Development Ordinance requires atwo-stage approval process <br />for major subdivisions. The first stage is preliminary plat review and approval followed <br />by submittal of a separate final plat, along with the construction drawings and other <br />applicable documents. <br />The Planning and Zoning Commission at its April 15, 1999 meeting, conditionally <br />approved the Preliminary Plat of this subdivision. The conditions of approval were as <br />follows: <br />' Installation of Sidewalks along Underwood Road and Fairmont Parkway. <br />' Landscaping along all four perimeters of the property. <br />' Provision of sufficient recreational facility within the subdivision. <br />' Construction of a deceleration lane along Fairmont Parkway. <br />Analysis <br />Staff, using Development Ordinance 1444, Section 4.04 and a site plan checklist as a <br />guide, has reviewed the development site plan for the Fairmont Oaks Apartments and <br />found it to be in substantial compliance with applicable ordinance requirements. <br />Staff has reviewed the plat document and found it satisfies Development Ordinance <br />criteria for graphic contents. Staff has also reviewed the construction plans and found <br />them to be in accordance with the Development Ordinance. As proposed, the subdivision <br />utility plan is satisfactory. The title letter submitted by the applicant satisfactorily <br />documents property ownership; it verifies that no delinquent City or County taxes are due <br />on the property. <br />As a condition of Preliminary Plat approval, the Commission required public sidewalks <br />in accordance with Section 5.02 of the Development Ordinance. Sidewalks are to be <br />installed along Underwood Road and Fairmont Parkway rights-of--way abutting the <br />perimeter of the proposed subdivision.
