Planning and Zoning Ct~ission <br />Minutes of May 20, 1999 <br />Page 3 of 5 <br />Staff recommended Commission approval. <br />Motion by Melton Wolters to approve the Final Plat of Summer Winds <br />Subdivision, Section III with the provision that the plat not be released for <br />recordation until the following items are completed. <br />1. All construction improvements shall be complete. <br />2. Payment to the City in the amount of $6,475.00 in lieu of parkland <br />dedication. <br />3. Payment to the City in the amounts of $2,498.88 for street lighting <br />and $200.75 for street sign installation. <br />4. Installation of sidewalks shall be required. <br />Second by Sandie Staniszewski. All were in favor and the motion passed. <br />VII. PRESENTATION BY THE DEVELOPER OF FAIRMONT OAKS <br />APARTMENTS PROJECT, WHICH IS TO BE LOCATED AT 9801 WEST <br />FAIRMONT PARKWAY. <br />Chairperson Waters suspended the Agenda and moved to the next item to <br />allow more time for all presenters to arrive. <br />VIII. REVIEW DRAFT OF FLOODPLAIN MANAGEMENT PLAN AND <br />RECEIVE CITIZEN'S COMMENTS. <br />Doug Kneupper stated the City has been participating in the National <br />Flood Insurance Program (NFIP) since 1972. The program makes <br />affordable flood insurance available to residents and business owners. In <br />tum, there are minimum development standards the City must enforce. A <br />supplementary program, known as the Community Rating System (CRS), <br />is designed to reward communities that go above and beyond the <br />minimum NFIP standards. One of the requirements of the CRS is to have <br />a Floodplain Management Plan in place. <br />Mr. Kneupper introduced Roxann Hayes, of the City's Planning <br />Department. Ms. Hayes reviewed the draft Floodplain Management Plan <br />with the Commission and asked for their comments prior to May 31 ~. <br />Chairperson Waters thanked Ms. Hayes for her presentation. <br />Eddie Gray stated that he would pick up a copy of the plan and provide <br />comments. <br />
