Fairmont Oaks Apts. - Fin•lat <br />6/17/99 - P & Z Meeting <br />Page 2 of 2 <br />Fairmont Parkway and Underwood Road are both major thoroughfares. The <br />main entrance to the complex is along Fairmont Parkway. The project will <br />have anentrance/exit and a separate exit only on Fairmont Parkway. There is <br />also anentrance/exit on Underwood Road. The Development Project Section <br />of the Harris County Engineering Department is currently reviewing a <br />deceleration lane along Fairmont Parkway and sidewalks along Underwood <br />Road and Fairmont Parkway rights-of--way. The developer has committed to <br />the construction of these facilities. However, coordination with Harris <br />County is required. <br />The Fairmont Parkway storm water system at the said location will require <br />on-site detention. The applicant has received approval from the Hams <br />County Flood Control District. There is adequate potable water existing in <br />the area to serve the subdivision. The easements proposed are adequate for <br />the proposed services within the subdivision. <br />Landscaping along with a landscape buffer 4' wide along the northerly <br />properly line has been proposed within the development. An amenity center <br />with a pool and a playground has also been proposed for the tenants as <br />recreational facilities within the subdivision (Exhibit B). <br />Responsibility for construction of the sidewalks should be specified by the <br />covenants as well as stated in writing on the front of the final plat. Detention <br />pond ownership and maintenance by the developer shall be stated on the <br />final plat. The proposed subdivision will be located in Park Zone II. The <br />City's Development Ordinance prohibits the dedication of parkland less than <br />one acre in size; therefore, money in lieu of parkland would be required. <br />Conclusion: Staff, based on its review, finds the Fairmont Oaks Apartments Final Plat <br />to be in substantial compliance with all applicable City regulations. Staff <br />recommends approval of Fairmont Oaks Apartments Final Plat with the <br />provision that the plat not be released for recordation until; <br />1. All public improvements are complete. <br />2. Payment of $32,900 is made to the City in lieu of parkland dedication. <br />The figure is based on a $175.00 per unit basis. The money will be <br />placed in an escrow account and will only be used for the acquisition or <br />improvements of public parkland or facilities located in Park Zone II, the <br />zone in which Fairmont Oaks Apartments will be located. <br />
