CALL TO ORDER. <br />Meeting called to order by Chairperson Waters at 6:00 PM. <br />II. APPROVE MINUTES OF THE NOVEMBER 18, 1999 PUBLIC HEARING AND <br />REGULAR MEETING. <br />Motion by Dottie Kaminski to approve the minutes of November 18, 1999. Second by <br />Hal Lawler. All were in favor and the motion passed. <br />III. OPEN PUBLIC HEARING TO CONSIDER ZONE CHANGE REQUEST #R99-004. THIS <br />REQUEST SEEKS A ZONE CHANGE FOR A 0.512 ACRE TRACT OUT OF THE W.P. <br />HARRIS SURVEY, ABSTRACT 30, AND THE L.T. MOODY 14.484 ACRE TRACT <br />OUT OF THE 200 ACRE W.W. RALSTON TRACT, HARRIS COUNTY, TEXAS, THE <br />SAID PROPERTY, TRACTS 1A & 2A, BLOCK A, IS LOCATED ALONG SUNRISE <br />DRIVE. THE FOLLOWING PROPERTIES WILL BE LOOKED AT AS A <br />COMPREHENSIVE REZONING OF THE AREA. <br />MOODY L.T. U/R: <br />ABSTRACT 30, W.P. HARRIS: <br />SUNRISE TOWNHOUSES: <br />BAY COLONY CONDOS <br />LOTS 3, 4, & 5, BLOCK A, TRACTS 1 B & 26, <br />BLK. A, LOTS 1-5, BLK. B; <br />TR 13C-1, 13C-2, & 13C-3 <br />UNITS 1-25, BLDGS. I, 11, & III; <br />UNITS A-L, BLDGS. A, B, & C. <br />THE PRESENT ZONING IS PLANNED UNIT DEVELOPMENT (PUD) AND THE <br />REQUESTED ZONING IS MEDIUM DENSITY RESIDENTIAL (R-2). <br />Chairperson Waters opened the public hearing at 6:00 PM. <br />Masood Malik presented staffs report. The applicant, Charles Whittenton, on behalf of <br />the property owner, Bernice Polly Whittenton, requested the zone change in order to <br />build a single family dwelling on property along Sunrise Drive. The current zoning is <br />Planned Unit Development (PUD). The requested zoning is Medium Density Residential <br />(R-2). Development of a single-family residence on an existing subdivided lot is not <br />considered to be an effective use of PUD zoning. In addition to the Whittenton's <br />property, some existing subdivided lots, existing townhouses, and condos were included <br />by staff in the rezone request in order to place them in a more appropriate Medium <br />Density Residential (R-2) zone. <br />
