Planning and Zoning ComFF n <br />Minutes of December 16, 19 <br />Page 2 of 3 <br />• <br />Public notices were mailed to all property owners within 200 feet of the area in question. <br />Staff received one response favoring the rezone and one "no opinion". <br />1. PROPONENTS <br />Mr. Charles Whittenton, of 6358 Limestone, Houston, Texas, addressed <br />the Commission. Mr. Whittenton has had the property for twenty years <br />and always planned to live there upon retirement. <br />Edith K. Walker, of 3819 Sunrise, addressed the Commission. Ms. <br />Walker was present at the meeting in order to get a better understanding <br />of what the rezone was all about. Chairperson Waters explained the <br />circumstances surrounding the rezone request to Ms. Walker. She was <br />grateful for the information and indicated her approval of the request. <br />2. OPPONENTS <br />There were none. <br />IV. CLOSE PUBLIC HEARING <br />Chairperson Waters closed the public hearing at 6:12 PM. <br />V. CONSIDER A RECOMMENDATION TO CITY COUNCIL FOR ZONE CHANGE <br />REQUEST #R99-004. <br />Motion by Melton Wolters to recommend City Council approval of zone change request <br />#R99-004 from Planned Unit Development (PUD) to Medium Density Residential (R-2). <br />Second by Dottie Kaminski. All were in favor and the motion passed. <br />VI. DISCUSS ZONING ORDINANCE AMENDMENT REGARDING SHIPPING <br />CONTAINERS. <br />Masood Malik presented staffs report regarding a directive from City Council to staff to <br />assess existing development conditions and future development strategies relating to <br />the outside storage of shipping containers. <br />Chairperson Waters suggested the Commission consider limiting the location for storage <br />of shipping containers to Heavy Industrial zones, with conditions. <br />Mr. Malik showed slides depicting containers currently being stored in several locations <br />throughout the city. <br />Staff proposed three scenarios to address the issue. After some discussions the <br />Commission liked staff's second option, but felt there should be additional requirements <br />as follows: <br />1. Storage of shipping containers shall be limited to HI zones. <br />2. All setbacks shall be a minimum of fifty feet (50'); front, rear, and side. <br />
