• • <br />it Staff Report March 21, 2002 <br />AMENDED GENERAL PLAN <br />FOR <br />FAIRMONT PARK EAST, SECTIONS 5-9 <br />nest: Consideration of an amended General Plan for Fairmont Park East Section 5 only <br />Requested By: Mr. Eddie V. Gray, Trustee <br />Present Zoning: Low Density Residential (R-1) <br />Background: During the August 17, and September 21, 2000 meetings, the Commission <br />required that the general plan reflect the following items: <br />a) Show parking and adequate open space around the detention basin <br />for residents using the detention/park area. <br />b) A minimum of 12' of open space is, needed around the perimeter <br />of the detention pond to perform maintenance and provide amenities, <br />e.g. walking trails and landscaping. <br />2. Re-arrange lots to avoid backing up to the detention/park area. <br />3. Establish guidelines in the General Plan for future driveways for <br />General Commercial tract adjacent to Fairmont Parkway. <br />4. On November 29, 2001, the Commission required dedication of a <br />pedestrian easement along the Exxon/Mobile pipeline as part of the <br />. approval for Fairmont Park East, Section 10. <br />Analysis: On February 2002, an amended General Plan was submitted. Staff reviewed <br />the General Plan based on directives from the Commission and City General <br />Plan submittal requirements. <br />Commission Directives <br />The submitted General Plan only fully addressed Item #1 of the <br />Commission's directives. The City's Development Ordinance requires <br />dedication of parkland equal to one acre for each 160 proposed dwelling <br />units. Here, 0.481 acre is required for park purposes. Whereas, only 0.358 <br />acre of land has been shown for park area. <br />Item #3 expresses the Commission's intent to reduce the number of <br />driveways along Fairmont Parkway. The applicant sold these parcels in <br />March 2001. The amended General Plan shows the new owners of the <br />General Commercial property along Fairmont Parkway; however, staff <br />does not know the Commission's restrictions were conveyed to the new <br />owners. Commission's directives #2 & 4 were not addressed. <br />
