• ~ Planning and Zoning Commiss~ ~ • <br />Minutes of May 16, 2002 <br />Page 2 ~ . <br />Ms. Goodwin stated that staff reviewed the plat and found it to be in accordance with the <br />City's development regulations. Staff recommended approval with the following conditions: <br />1. Construction drawings shall indicate off-site drainage improvements to ensure proper <br />drainage of the adjacent commercial property and pipeline corridor. <br />2. As agreed to in the General Plan, the developer shall be responsible for installation of <br />sidewalks along both sides of all public streets within the subdivision and along the <br />eastright-of--way line of Driftwood Drive towards the end of the subdivision line. <br />The Developer, Eddie Gray, addressed the Commission. Mr. Gray asked staff to clarify which <br />pipeline corridor is referred to in the first condition that deals with drainage. Staff's response <br />was the corridor adjacent to and east of the proposed Section 5. There was discussion about <br />the effects on drainage once Section S is constructed. <br />Mr. Gray asked staff to clarify the location for sidewalks referred to in the second condition. <br />Ms. Goodwin explained there should be a correction made to show that sidewalks are not <br />required along the west side of Driftwood, but aze required along the east side. <br />Staff noted in their report that the 8-acre detention pond was designed to accommodate 77 <br />acres, which included approximately 4 acres of land zoned GC along Fairmont Parkway. Mr. <br />Gray stated that the commercial land has been sold and he should not be required to provide <br />drainage plans for development on property he no longer owns. <br />Motion by Ralph Dorsett to approve the Preliminary Plat of Fairmont Pazk East, Section <br />5, with the following conditions: <br />1. Construction drawings shall indicate off-site drainage improvements to ensure proper <br />drainage of the adjacent commercial property and pipeline corridor. <br />2. The Developer shall be responsible for installation of sidewalks along both sides of all <br />public streets within the proposed Section 5. A sidewalk shall be installed along the <br />east side of Driftwood going north from the proposed Section 5, across the detention <br />pond and connecting with Section 6. A sidewalk shall also be installed along the east <br />side of Driftwood going south from the proposed Section 5 to the end of the <br />subdivision line. <br />Second by Dottie Kaminski. All were in favor and the motion carried. <br />V. OPEN PUBLIC HEARINGS. <br />Chairperson Waters opened the public hearings at 6:35 PM and imposed afive-minute time <br />limit for speakers. <br />A. CONSIDER SPECIAL CONDITIONAL USE PERMIT REQUEST #SCU02-001 <br />FOR APPROX. 2.9 ACRE TRACT OF LAND THAT INCLUDES LOTS 1 THRU 32 <br />
