~ • PLANNING AND ZONING COMMISSION MNUTES OF JUNE 19, 2003 Members Present: Betty Waters, Dottie Kaminski, Hal Lawler, Ross Morris, Ralph Dorsett, Doretta Finch Members Absent: Pamela Baldwin City Staff Present: City Planner Gwen Goodwin, Planning Coordinator Masood Malik, City Prosecutor Clark Askins, Planning Secretary Peggy Lee I. ~ CALL TO ORDER Chairperson Waters called the meeting to order at 6:00 P.M. 1n an attempt to mi~im_ize disruption, Chairperson Waters requested that all in attendance silence their cell phones. II. APPROVE MINUTES OF THE MAY 15, 2003, REGULAR MEETING 6~ PUBLIC HEARING. Motion by Doretta Finch to approve the Minutes of May 15, 2003. Second by Dottie Kaminski. The motion carried. Ayes: Finch, Kaminski, Lawler, Morris, Dorsett, and Waters Nays: Abstain: III. OPEN PUBLIC HEARING TO CONSIDER REZONE #R03-005 FOR 13.73 ACRES OF LAND LOCATED SOUTH OF McCABE RD AT STATE HIGHWAY 146, FURTHER DESCRIBED AS PARTS OF TRS 8 AND 9B OF THE W.P. HARRIS SURVEY, ABSTRACT 30, LA PORTS, HARRIS COUNTY, TEXAS. THE APPLICANT, ROBERT BURCHFIELD OF BURCHFIELD DEVELOPMENT, L.P., SEEKS TO REZONE THE PROPERTY FROM LOW DENSITY RESIDENTIAL (R-1) TO PLANNED UNIT DEVELOPMENT (PUD). Chairperson Waters opened the public hearing at 6:02 P.M. A. STAFF PRESENTATION City Planner, Gwen Goodwin, presented staff's report and answered questions from the Commission. Staff recommended approval of the rezone. Ms. Goodwin noted that no responses were received from the public notification mailout to four adjacent property owners. B. PROPONENTS Rob Burchfield, of W.G. Burchfield and Brother, an industrial and commercial real estate development and brokerage firm since 1906, addressed the Commission. Mr. Burchfield described the characteristics of the property he plans to develop as The Preserve at Taylor Bayou.
