CALL TO ORDER. <br />City Prosecutor Clark Askins called the meeting to order at 6:01 P.M. and announced <br />the absence of both the Chairperson and Vice -Chairperson. He noted Alternate <br />Members Hal Lawler and Ross Morris were to assume voting responsibilities of the <br />absent members, and the Commission would need to appoint an Acting Vice <br />Chairperson to conduct the meeting. <br />Motion by Doretta Finch to nominate Ralph Dorsett as Acting Vice Chairperson. Second <br />by Nick Barrera. The motion carried. <br />Ayes: Finch, Barrera, Linscomb, Berner, Morris, and Lawler <br />Nays: None <br />Abstain: None <br />11. APPROVE MINUTES OF THE NOVEMBER 20, 2003 REGULAR MEETING & PUBLIC <br />HEARING. <br />Motion by Hal Lawler to approve the Minutes of November 20, 2003. Second by Ross <br />Moms. OPEN PUBLIC HEARING TO CONSIDER SPECIAL CONDITIONAL USE PERMIT <br />#SCU03-004 FOR 5.89 ACRES OF LAND LOCATED SOUTH OF McCABE ROAD, <br />FURTHER DESCRIBED AS TRACTS 5G & 5H, ABSTRACT 30, P. HARRIS SURVEY, <br />LA PORTE, HARRIS COUNTY, TEXAS. THE APPLICANT SEEKS A SPECIAL <br />CONDITIONAL USE PERMIT FOR DEVELOPING A SINGLE-FAMILY HOUSE AND <br />ACCESSORY STRUCTURE IN THE PLANNED UNIT DEVELOPMENT (PUD) ZONING <br />DISTRICT. <br />Acting Vice Chairperson Dorsett opened the public hearing at 6:05 P.M. <br />A. STAFF PRESENTATION <br />Masood Malik presented staffs report and answered questions from the <br />Commission. The applicant, Scott Rodriquez, seeks a special conditional use <br />permit for the purpose of constructing a new home with a 6,000 sq. ft. garage in a <br />Planned Unit Development zone in the 800 block of McCabe Rd. On December <br />
