CALL TO ORDER. <br /> <br />Meeting called to order by Chairperson Muston at 6:00 p.m. <br /> <br />2. CONSIDER APPROVAL OF SEPTEMBER 20,2007, MEETING MINUTES. <br /> <br />Motion by Dottie Kaminski to approve the Minutes of September 20,2007. OPEN PUBLIC HEARING TO RECEIVE CITIZEN INPUT ON SPECIAL CONDITIONAL USE <br />PERMIT REQUEST #SCU07-009 FOR 0.6065 ACRE TRACT OF LAND IN THE W.J. PAYNE <br />SUBDIVISION, W.M. JONES SURVEY, ABSTRACT 482, LA PORTE, HARRIS COUNTY, TEXAS, <br />AS REQUESTED BY GULF CENTRAL AVIATION, MIKE KING, AGENT, FOR A PORTABLE <br />OFFICE BUILDING TO BE LOCATED AT 10731 SPENCER HIGHWAY WITHIN LA PORTE <br />MUNICIPAL AIRPORT PROPERTY. <br /> <br />Chairperson Muston opened the public hearing at 6:03 p.m. <br /> <br />A. STAFF PRESENTATION <br /> <br />Wayne Sabo presented staff's report. The applicant, Mike King, agent for Gulf Central Aviation <br />(tenant), has requested a special conditional use permit to locate a portable office building north <br />of Rixter's Hanger at 10731 Spencer Highway within the La Porte Municipal Airport. The <br />portable building was placed on the property without a permit, which resulted in a code <br />enforcement violation. If granted, the special conditional use permit should correct the code <br />violation. <br /> <br />Mr. Sabo noted the applicant's request was received on Ascent Aviation LLC company <br />letterhead. The City does not have a sub-lease and certificate of insurance for Ascent Aviation. <br />Additionally, all airport sub-leases must be approved by City Council. <br /> <br />Staff recommended denial of the special conditional permit, pending an approved sub-lease and <br />valid certificate of insurance. <br /> <br />B. PROPONENTS <br /> <br />Paul Houston Laval, attorney for Mike King, addressed the Commission. Mr. Laval requested <br />the special conditional use permit application be withdrawn. <br /> <br />C.
