<br />Tredco <br />2/21/08 - P & Z Meeting <br />Page 2 of2 <br /> <br />Conclusion/ <br />Recommendation: <br /> <br />Utilities - City policies, with City Council approval on case by case basis, <br />offer limited water and wastewater service for usual domestic <br />consumption and other limited uses. This is one of the provisions of the <br />water/sewer service agreement. A 12" water line and 21" sanitary sewer <br />main are located along the north side of Fairmont Parkway. If approved by <br />City Council, service will be provided per City policy on water and sewer <br />services outside of the City limits in the Industrial Districts. <br /> <br />Storm Water/Drainage System - Company shall provide a storm water <br />management plan approved by Harris County Flood Control District <br />(HCFCD) and the City of La Porte. The owner/developer shall construct and <br />maintain storm water system as a condition of Exhibit 'A' to the water/sewer <br />service agreement. Proposed site plan shows on-site detention area to the <br />south, anticipated outfall is to the Big Island Slough. <br /> <br />Landscape/Screening - A 50' wide Exxon Pipeline Corridor Easement is <br />located along the south side of Fairmont Parkway adjacent to another <br />existing 50' wide Pipeline Easement with natural vegetation. Existing <br />trees together with other vegetation and underbrush will provide a <br />thorough and effective visual screening of the development. Site plan <br />shows existing vegetation to remain in place. Exhibit 'c' of the Industrial <br />District Agreement requires City approval of a landscaping/screening <br />plan. <br /> <br />Pedestrian & Bicycle Trail Easement - Exhibit 'c' to the industrial <br />district agreement requires a 10' wide pedestrian easement, outside of the <br />pipeline easements, shall be dedicated to the City of La Porte by plat for <br />the entire length of this area along Fairmont Parkway for the development <br />of a hike and bike trail. The plat shows 10' wide City of La Porte hike and <br />bike trail easement south of 50' wide Exxon Pipeline Easement. All <br />planting and landscaping will be maintained by the property owner or <br />developer. <br /> <br />Staff recommends support of this development with the understanding that <br />water and sewer services may be obtained with City Council approval of <br />water/sewer service agreement. If the Planning and Zoning Commission <br />wishes to approve the plat, staff suggests the following provisions as a <br />minimum be considered: <br /> <br />· Approval of Industrial District Agreement (IDA) and water/sewer <br />service agreement shall be required by City Council. <br />· Landscaping/screening shall be required along Fairmont Parkway. The <br />berm may be landscaped with a combination of trees, shrubs, and ground <br />cover. <br />· Add a note on the plat that detention/drainage system maintenance <br />shall be responsibility of the owner/developer. <br />· Site plan shall conform to Exhibit 'C' of Industrial District Agreement <br />and Exhibit' A' of the water/sewer service agreement. <br />
