<br />Staff Report <br /> <br />May 15,2008 <br /> <br />Commercial Recreation (CR) District <br /> <br />Backe:round: <br /> <br />The City's Code of Ordinances recognizes the Commercial Recreation (CR) Zoning <br />District, however, its boundaries, uses and regulations have not yet been established. In <br />addition, no area has been designated as Commercial Recreational (CR) zoning district <br />on the City's Official Zoning Map. <br /> <br />At the March 20, 2008 Planning and Zoning Commission workshop and regular meeting, <br />staff gave a presentation, which provided background information on past and current <br />plans and concepts that support activities in Commercial Recreation (CR) Zoning <br />District. Later, the Planning and Zoning Commission, at the April 17, 2008 meeting, <br />requested staff to schedule a workshop to discuss allowable uses and proposed boundary <br />lines for the Commercial Recreation (CR) Zoning District. <br /> <br />During a special called workshop meeting on April 30, 2008, staff presented a proposed <br />boundary map and list of uses permitted in the CR Zoning District. The Commission <br />agreed in principal with the suggested boundaries and has questions about several of the <br />permitted uses for the CR zoning district. At the conclusion, the Commission asked staff <br />to provide detailed description of the permitted uses identified during the presentation. <br />Staff complied and sent the required information prior to the public hearing. <br /> <br />The purpose of the Commercial Recreation zoning district is to enhance and diversify the <br />recreational and economic opportunities that compliment the natural and cultural <br />attractiveness of the area without significant adverse affect on environmental and natural <br />features, cultural or historic resources and their settings, and other significant resources of <br />Sylvan Beach and the Bayfront. The CR zone allows mixed use developments, which <br />provide a mixture of visitor-oriented and full-time accommodations, including a variety <br />of residential, recreational, and commercial facilities. <br /> <br />Proposed Boundaries: <br /> <br />Proposed boundaries for this district include the area east of Park Avenue between south and <br />north Circle Drives, east of Bayshore Drive between Sylvan Beach Boat Ramp and Little <br />Deer Creek. Proposed boundary map is attached as Exhibit . <br /> <br />Currently, Section 106-441, Table A, Commercial Uses, lists several uses either <br />conditional or not permitted in the Commercial Recreational (CR) zoning district. In <br />addition, Section 106-443, Table B, Commercial Area Requirements, contains no <br />regulations for the CR District. <br /> <br />EXHIBIT A <br />
