Planning and Zoning Commission <br />Minutes of January 20, 2009 <br />Members Present: Hal Lawler, Dottie Kaminski, Les Bird, Nick Barrera, Doretta Finch, Paul Berner, <br />David Janda (Alt 1), and Lou Ann Martin (Alt 2). <br />Members Absent: Kirby Linscomb, Jr. <br />City Staff Present: Planning Director, Tim Tietjens; City Planner, Masood Malik; Assistant City <br />Attorney, Clark Askins; Planning Assistant, Shannon Green; and Main Street <br />Coordinator, Debra Dye. <br />Others Present: <br />1. Call to Order. <br />Meeting called to order by Chairman Lawler at 6:00 p.m. <br />2. Consider Approval of the December 18, 2008, Meeting Minutes. <br />Motion by Dottie Kaminski to approve the Minutes of December 18, 2008 with the following <br />corrections; Item # 7. Correct the spelling of "Ordinance" and Item # 13, correct the spelling of <br />"Avalanche". Second by Paul Berner. The motion carried. <br />Ayes: Hal Lawler, Dottie Kaminski, Les Bird, Nick Barrera, Doretta Finch, Paul Berner, <br />and David Janda (Alt 1). <br />Nays: None <br />Abstain: None <br />3. Open public hearing to receive citizen input on Rezone Request #R08-003 for <br />approximately 14 acres of land located at 1400 North 101h Street, further described as TR <br />27 of Block 27, TR 28 of Block 28, Nebraska Syndicate and TR 3 in the Enoch Brinson <br />Survey, Abstract 5, Volume 65, Page 175, H.C.D.R., La Porte, Harris County, Texas. The <br />applicant, Mathew Sigmon on behalf of Oak Park Trading Ltd. (Glen Roberts & Hal Lawler, <br />Owners), seeks to rezone the property from Business Industrial (BI) to Light Industrial (LI). <br />a. Staff Presentation <br />Prior to the meeting, the applicant submitted a written request to withdraw this item from <br />consideration. <br />b. Proponents <br />N/A <br />C. Open Workshop to discuss possible adoption of new Main Street Design Guidelines, Main <br />Street Certificate process, and Main Street Enhancement Grant process. <br />Main Street Coordinator, Debra Dye, addressed the Commission to explain in detail the Main <br />Street Design Certificate procedures and guidelines. <br />
