Planning and Zoning Commission <br />Minutes of January 20, 2009 <br />Page 2 of 2 <br />The purpose of the guidelines and resource material is to help property owners and the Design <br />Assistance Review Team (DART) determine the types of alterations, renovations, and changes <br />within the Main Street District that will maintain the special qualities of historic downtown La <br />Porte. This applies to renovations or new construction, but not to general maintenance, that does <br />not alter exterior appearance of the building. <br />The Main Street Design Certificate (MSDC) has been created to maintain a harmonious historic <br />downtown that reflects its own history through architectural styles located in the Main Street <br />District. This design certificate is applicable to all renovations, new constructions, and demolition <br />projects. The intent is to improve visual impact or aesthetics of the area, site, building, or <br />structure within the Main Street District. <br />The Main Street Design Assistance Review Team (DART) would be appointed by City Council to <br />have decision -making abilities in order to streamline the review and approval process of the <br />design certificate and enhancement grant. <br />The Commission unanimously agreed to bring the item back next month as a Public Hearing, with <br />the change that the Arch itect/Landscape Architect be a non -voting member of the team. <br />7. Close Workshop. <br />Chairman Lawler closed the workshop at 7:17 PM. <br />8. Administrative Reports. <br />Mr. Malik updated the Commission on projects around town; <br />• The development of Five Points is still moving forward. <br />• LPISD is considering moving Bayshore Elementary to McCabe and SH 146. <br />• San Jacinto Day Care site plan review is nearing completion. <br />9. Commission Comments. <br />Mr. Janda inquired when the Economic Development section of the city's website would be <br />updated. Mr. Tietjens explained it would be as soon as the new Economic Development <br />Coordinator had the opportunity. <br />10.
