Staff Report Underwood Self -Storage (Expansion) February 19, 2009 <br />Special Conditional Use Permit #SCU09-001 <br />Requested by: Lloyd & Linda Duncan <br />Requested for: A 2.86 acres of land being southeast portion out of Lot 10, Block 2, W. J. <br />Payne Subdivision, W. M. Jones Survey, Abstract 482, LaPorte, Harris <br />County, Texas. <br />Location: Underwood Self Storage @ 2619 Underwood Road <br />Zoning: General Commercial (GC) <br />Land Use Map: Commercial Uses <br />Proposed Use: Self Storage & Mini -Warehousing <br />Background: Several years ago, the applicant proposed a mini-storage/warehousing just <br />north of Underwood Plaza & Gringo's Restaurant, east of Underwood <br />Road, and west of the Creekmont Subdivision and the church property. <br />The Exxon/Mobil Pipeline runs diagonally through entire undeveloped <br />property along Underwood Road. The subject property is zoned General <br />Commercial (GC). Mini -Storage warehousing (SIC #4225) is classified as <br />a Conditional Use in GC zone. <br />City Council, at the August 23, 2004, meeting, approved Special <br />Conditional Use Permit for the existing facility located at 2619 <br />Underwood Road. The project was completed in 2005. As per applicant, <br />the facility is now full to its capacity and requires additional space to <br />expand the self storage facility. Currently, the owner is negotiating with <br />the St. James Presbyterian Church located at 9725 Spencer Highway for <br />acquiring 2.86 acres of land behind the church. The church allowed him to <br />apply for a required Special Conditional Use Permit by the City. A copy of <br />the church's letter is attached for your convenience. <br />Analysis: Staff reviewed this request using the Code of Ordinances Sections 106-216 <br />and 106-217 (Provisions of Special Conditional Use Permit) and all <br />applicable elements of the La Porte Comprehensive Plan as a guide. <br />Considerations were given to the following issues: <br />Land Use — The City's Comprehensive Plan shows this area developing <br />with commercial uses. The existing land uses are primarily commercial <br />(grocery store, restaurants, drug store, beauty shop, insurance company, and <br />other miscellaneous shops). There are single-family residences just east of <br />the proposed project. If approved, staff recommends a landscape buffer <br />between commercial and residential area to the east of the facility. <br />Transportation - Staff notes that the primary facility fronts on <br />Underwood Road (100'ROW), which intersects with Spencer Highway, a <br />primary arterial with 100' ROW. The transportation system should <br />adequately accommodate an additional traffic generated by proposed <br />PY41PIT <br />
