Underwood Self Storage <br />SCU09-001 <br />Page 2 of 3 <br />Recommendation: <br />expansion and existing properties should not be impacted by the proposed <br />development. The existing roads are adequate to support the said project. <br />Topography — This area is relatively flat and stable and should not be an <br />obstacle to this type of development. <br />Utilities and Drainage - Staff reviewed the existing facilities and services <br />for each of the components of the utility system for the proposed <br />development. Existing water is adequate for potable and fire protection <br />needs. A 12" waterline is located on the east side of Underwood Road <br />running north to south. Sanitary sewer is near the south property line at the <br />north edge of the parking lot of adjacent property. An 8" sewer line is <br />located on the east side of adjacent property at 2627 Underwood Road in the <br />utility easement running north to south. Ordinance requires on -site detention <br />for this facility and the drainage plan must account for zero effect for <br />stormwater runoff to adjoining residential areas. <br />Landscaping / Screening - The property abuts residential uses (Creekmont <br />Subdivision and Fairmont Park East, Section 11) to the east. In accordance <br />with Section 106-444(a) of the Code of Ordinances, proposed development <br />of boats and RVs storage must be screened from view of neighboring <br />residential uses or an abutting residential district. Staff suggests landscaping/ <br />buffering mechanism for compliance with the ordinance. In addition, heavy <br />landscaping and screening shall be required adjoining residential properties <br />to the rear. The landscape plan shall be approved by the City prior to <br />issuance of building permit. <br />The proposed use is appropriate due to the location and proximity of the <br />subject tract with the existing facility. Staff recognizes the developer is <br />willing to blend this development to be aesthetically pleasing. If the <br />Planning and Zoning Commission wishes to consider approval of this <br />Special Conditional Use Permit request, staff recommends the following <br />conditions as a minimum be considered: <br />I. SCUP#09-001 is specifically limited to the self storage (mini - <br />warehousing) as defined in SIC #4225. <br />2. Development abutting "R-1" district shall be screened and landscaped <br />with at least 10' wide planting strip of heavy landscaping. This <br />landscaping should be sight obstructing as follows: <br />a) Minimum height and distance for trees at the time of planting shall be 8' <br />high, minimum caliper 4", and 1 per 20' on center. <br />b) Shrubs shall be minimum of 5 gallons, 3' high and 1 per 3' on center. <br />c) Irrigation/landscape meter is suggested for proper maintenance of the <br />plantings. <br />
