Landfill Site #3 <br /> Page 2 of 4 <br /> Analysis: <br /> In considering this request, Staff reviewed the following Comprehensive <br /> Plan elements: Land Use, Transportation, Utility Infrastructure, and <br /> Beautification plans. The specific issues considered are as follows: <br /> Land Use — One of the objectives of the land use element of the City's <br /> Comprehensive Plan is to achieve orderly, contiguous development that is <br /> compatible with adjacent land parcels and consistent with the zoning. <br /> The City's Land Use Plan indicates this area developing with industrial uses. <br /> Conformance of the land use plan is one consideration among several criteria <br /> to be considered in approving or denying a conditional use permit. <br /> Transportation — Being located along North Broadway near Barbour's Cut <br /> Boulevard, a primary arterial road and major truck route, provides adequate <br /> accessibility for circulation of truck traffic. Secondary access will be along <br /> North `J' Street near State Highway 146 North. <br /> Utilities — Public facilities and services are sufficient to handle the supply of <br /> potable water and fire protection in the area. In addition, provisions will <br /> have to be made to ensure that sufficient utility extensions are made to serve <br /> this project. Storm water drainage will require on -site detention to mitigate <br /> any adverse impacts associated with this development. <br /> Landscaping and /or Screening — Landscaping is required per the current <br /> zoning ordinance. Approval of landscaping/screening is among conditions of <br /> the Special Conditional Use Permit for the proposed project. Enhanced <br /> height landscaping shall be located along North 8 Street and approximately <br /> 400' east along North J & H Streets from an intersection with 8 Street. <br /> In addition, the landscaping shall be required along portion of property <br /> frontage along North Broadway per ordinance. The property owner could <br /> leave in place existing trees, natural vegetation, underbrush, etc. to provide <br /> a thorough, continuous and effective visual screening elsewhere. <br /> Street & Alley Closing/Replatting — The applicant has petitioned the City <br /> to vacate, abandon, and close the alleys in Blocks 373, 374, and 376, Town <br /> of La Porte. The purpose of this request is to consolidate parcels into a single <br /> tract. As the process continues, if passed and approved by City Council, the <br /> owner /applicant will need to replat the whole property. <br />
