Planning and Zoning Commission <br /> Minutes of January 31, 2017 <br /> Commissioners Present: Lou Ann Martin, Richard Warren, Trey Kendrick, Larry Stockham, Wyatt <br /> Smith, Helen LaCour and Chairman Hal Lawler <br /> Commissioners Absent: Nick Barrera and Mark Follis <br /> City Staff Present: Assistant City Attorney Clark Askins, City Planner Ian Clowes, and <br /> Planning Technician Ryan Cramer <br /> 1. Call to Order. <br /> Chairman Hal Lawler called the meeting to order at 6:02 p.m. <br /> 2. Roll call of members. <br /> Nick Barrera and Mark Follis were not present. <br /> 3. Consider approval or other action regarding a request by David Miles, Western Spherical <br /> Developers, LLC for approval of the proposed La Porte Town Center General Plan for the 40 <br /> acre tract of land known as Tracts 1 and 11,Johnson Hunter Survey,Abstract 35 generally <br /> located on the east side of State Highway 146 north of Wharton Weems Boulevard. <br /> a. Staff Presentation <br /> City Planner Clowes gave staff's presentation. City Planner Clowes noted that the general <br /> plan has changed slightly from the previously approved General Plan by removing certain <br /> unnecessary details. None of the layouts or uses have changed. <br /> b. Question and Answer <br /> Commissioner Smith asked what would happen if only part of the development were <br /> completed. City Planner Clowes explained that no specific timeline is required once the <br /> development has started. <br /> Commissioner Stockham asked if the city could allow single family there in the future. City <br /> Planner Clowes stated that the city does have the ability to proactively rezone the property <br /> for single family but typically refrains from going that route. Assistant City Attorney Askins <br /> concurred. <br /> 4. Consider a recommendation to the City Council or other action on the proposed General Plan. <br /> Motion by Commissioner Kendrick to recommend approval. <br /> Second by Commissioner Martin. Motion carried. <br />
