<br />' • <br />Y <br />CITY OF LA PORTE <br />INTER-OFFICE MEMO <br />T0: PLAN AND ZONING BOARD OF ADJUSTMENTS <br />FROM: D ULISSEN <br />SUBJECT: MILLER TRANSPORTERS SPECIAL USE PERMIT <br />DATE: 5/17/84 <br />Mr. Eddie Gray has resubmitted the request for a special use <br />permit to allow a truck terminal on blocks 1177, 1178, and that <br />portion of 17th Street bounded therein. This request is in <br />behalf of Miller Transporters, Inc. <br />Several questions were asked of Mr. Gray at the Board of <br />Adjustments meeting of 4/19/84 that could not be answered at that <br />time. Mr. Gray and Miller have submitted information to allow <br />these questions to answered. I have listed the questions and the <br />replies below. <br />(1) Has 17th Street been closed? The process to close that <br />portion of 17th is well under way. As I understand, the City <br />Secretary has received all of the information needed to present <br />the street closing to City Council. This will be scheduled as <br />soon as possible for Council review and action. The granting of <br />this special use permit can be used to help Council make a <br />decision. The special use permit will not be needed if Miller <br />does not get 17th St. closed <br />(2) What chemicals will be handled by the proposed facility? A <br />list of the chemicals has been submitted by WCM: Waste Control <br />Management, Inc. and has been enclosed in your packet for <br />review. <br />C3) What is the potential for surface contamination, and what <br />methods are to be used to control it? You may refer to WCM's <br />letter for details. The facility will handle only empty <br />containers with minute residuals of chemicals in them. The <br />potential for spillage is very small and the volume will not be <br />sufficient to leave the property. The site will be concrete <br />paved. and drained to a central point for collection 'and <br />pretreatment. <br />(4) Has Miller Transporters, Inc. had problems in the past with <br />any of the environmental agencies? Bill McNutt of WCM has <br />researched this area and finds no previous record with the EPA. <br />
