Mr. McNutt has designed and <br />monitored a very similar installation at a site near the proposed <br />terminal. An application will be filed with the City for <br />discharge and will only be granted if the waste is within the <br />parameters of our ordinance. <br />Again, for your review, is a letter from W. S. Netherton of <br />Miller Transporters with some basic information about the <br />company. Enclosed with the letter were several articles about <br />Miller. These have been placed in your packet. <br />Staff has done some further research on the street and utility <br />areas. Our records indicate that Powell Rd. is no longer on the <br />Harris County road log. It is then under the maintenance of the <br />City of La Porte. The paving surface, dusting, and drainage <br />problems must still be addressed by the Board. It is my <br />understanding that Mr. H. Carlos Smith has been retained to study <br />the drainage of the site as well as design the sewer extension <br />that will be needed. <br />Staff has had adequate time .to review all of the information <br />supplied. There are still some areas that must be addressed by <br />Mr. Gray and Miller Transporters. I feel certain that the <br />remaining areas can be dealt with on the staff level and resolved <br />effectively. <br />Miller Transporters, Inc. has proven to be a reputable company. <br />It is our belief that this company will make what ever effort is <br />needed to make the La Porte site something that they and the City <br />of La Porte can be proud of. <br />It is our recommendation that the special use permit to allow a <br />truck terminal and truck wash be granted if all questions are <br />answered to your satisfaction. <br />
