The only use which this property lends <br />itself to is a single family dwelling. A lot coverage of 53~ <br />exceeds the maximum allowable single family lot coverage by 13ro. <br />Additionally, the type of structures existing and proposed are <br />expressly designed for commercial activities and~are not readily <br />adaptable to residential use. Construction of this addition <br />would therefore make an eventual return of this property to a <br />conforming use much more difficult. <br />Another important issue to be considered is parking. Under <br />current ordinance requirements, the present building requires <br />nine (9) parking spaces. The proposed addition would require an <br />additional ten (10) spaces for a total of nineteen (1g) spaces. <br />The front setback area 1 the addition is built cannot <br />accommodate more than si . (6) parking spac~s_;--i_f ia;r~ n-ut in <br />accordance with ordina ce equir"- ents. Parking for this <br />facility would therefore be very inadequate and as a result, the <br />degree of non-conformity at this location would be greatly 7 <br />increased. <br />Finally, the intent of the Comprehensive Plan and the best <br />• interest of the neighborhood must be considered. While the best <br />public interest must be determined by the Board, based on <br />testimony of the applicant and surrounding property owners, staff <br />can speak to Comprehensive plan issues. A review of land use and <br />zoning maps indicate the clear intent to promote residential <br />redevelopment of this area. (see Exhibits B & C). Approval of <br />this request would be clearly contrary to the plan's intent. <br />Conclusion• <br />Construction of this building addition cannot be accomplished <br />in a manner cahich will comply with R-3 zoning requirements. It <br />would make .a return t~o a conforming proper°ty use much more <br />difficult. Inadequate parking would increase the degree of <br />non-conformity on the property. The request is clearly contrary <br />to the intent of the Comprehensive Plan. <br />Recommendation: <br />Deny special exception request SE89-001. <br />C] <br />
