Zoning Ordinance defines through lots as follows: "A 'through lot' is a building lot, not a corner lot, both the front and rear lot lines of which adjoin street lines. On a 'through lot' both street lines shall be deemed front lot lines." Under the terms of this-definition, both the First Street and Broadway faces of the City's property are subiect to front setback requirements.
