® • <br />• Page 3 o f 6 <br />Section 11-605.2.C allows the following Special Exception to <br />on-site parking requirements: <br />To waive or reduce off-street parking and <br />loading requirements when the Board finds the <br />same are unnecessary for the proposed use of <br />the building or structure for which the <br />special exception .request applies. <br />~~a,oraL~,•~t~N <br />&sd, the7.Wellness Center will be a multi-use facility. <br />The•Cfty feels that since the different uses taking place within <br />the building will have different "peak activity" hours, the <br />reduced number of spaces being requested will provide adequate <br />parking. Additionally, approximately 30$ of the senior citizens <br />who make use of the Senior Center do not drive and rather make <br />use of City provided bus service. This should further reduce <br />parking demand. <br />The proposed 90 space parking lot will provide an efficient <br />traffic circulation pattern on the site. The extra "elbow" room <br />created by deleting 23 spaces will allow for a more comfortable <br />• degree of maneuvering room for drivers. This will result in a <br />safer parking lot. rl,~ ~ ~~,~ ~~N,g~ ~b~~ . <br />~' "~ ' <br />Since the eligibility for the requested exception has been <br />established, the next issue to be considered is possible impact <br />on the use of neighboring property. As noted, the First Street <br />.right-of-way abuts the "face" of the tract for which a special <br />'`exception has been requested. At present this portion of First <br />"= Street is undeveloped except for a small section of unpaved base <br />• material that has been used for access to the rear of the <br />• existing building. Although there are presently no plans for <br />~,~~4~developing this poztion of First Street, the proposed addition <br />~~ would not preclude future street impr vement. The setback <br />,1 exception, if granted, should not impac surrounding property. <br />(l As all parking for the5llWellness Center will be contained on- <br />V site, there should be no impact as a re ult of a reduction of <br />parking spaces either. <br />The final issue to be considered in <br />is whethez or not granting this request w~ <br />best public interest."
