Powers of Cify Council <br />In accordance with the City Charter (2.09 Powers of Council), all powers of the City and the <br />determination of all matters of policy are vested in the City Council. City Council executes the laws <br />and administers the City government. Without limitation of the foregoing and among the other <br />powers that may be exercised by Council, the City Council has the power to: <br />A. Adopt a City budget <br />B. Authorize the issuance of bonds by a bond ordinance. <br />C. Inquire into the conduct of any office, department, agency or officer of the City and <br />make investigations as to municipal affairs, and for that purpose may subpoena, <br />witness, administer oaths, and compel the production of books, papers, and other <br />evidence. Failure to obey such or to produce books, papers, or other evidence as <br />ordered under the provisions of this section shall constitute a misdemeanor and <br />shall be punishable by fine. Council shall enact an ordinance to enforce this <br />provision. <br />D. Establish and appoint the Planning Commission members. <br />E. Adopt plats. <br />F. Adopt and modify the official City map. <br />G. Adopt, modify and carry out plans proposed by the Planning Commission for the <br />clearance of slum districts and rehabilitation of blighted areas. <br />H. Adopt, modify and carry out plans proposed by the Planning Commission for the <br />replanning, improvement and redevelopment of neighborhoods and for the <br />replaning, reconstruction or redevelopment of any area or district which may have <br />been destroyed in whole or in part by disaster. <br />Provide for the establishment and designation of fire limits and prescribe the kind <br />of character of buildings or structures or improvements to be erected therein, and <br />provide for the erection of fireproof buildings within certain limits, and provide for <br />the condemnation of dangerous structures or buildings or dilapidated buildings <br />calculated to increase the fire hazard and the manner of their removal or <br />destruction. <br />J. Approve assessment rolls as returned by the Board of Equilization and adopt the <br />assessment rolls to be used for the collection of taxes for the current year. <br />K. ~ Control and distribute all contingent appropriations. Expenditures from a <br />contingent appropriation shall require prior approval of Council. A contingent <br />
