appropriation shall be disbursed only by transfer to a departmental appropriation, <br />the expenditures are charged to the department or activity for which the expenses <br />were made. <br />Other powers also listed in the City's Charter (2.10 Additional Discretionary Powers) are as follows: <br />A. Public Library: The City Council shall have the authority to establish and <br />maintain a free public library within the City and to cooperate with any person, firm, <br />association or corporation under such terms as Council may prescribe for the <br />establishment of such free public library. <br />B. Hospital: <br />0 e~ ration: The City shall have the authority to acquire, establish and own <br />either by purchase, donations, bequest or otherwise, all property that may <br />be useful or necessary for the purpose of establishing and maintaining a <br />municipal hospital. Upon establishment of such hospital, the City Council <br />can create a hospital board with membership and compensation deemed <br />appropriate by Council, which shall operate the hospital subject only to <br />such direction, and supervision as contained in any ordinance or <br />ordinances enacted by Council. <br />2. Finances: All funds belonging to said hospital, whether classes as funds <br />received in course of operation or otherwise, shall be kept in a separate <br />hospital fund to be used only for the operation and maintenance of said <br />hospital, except that such funds may be used by the City for general <br />operating purposes with the express consent of the hospital board. <br />The hospital board is responsible for submitting a quarterly operating <br />statement to Council and an annual audit to coincide with the fiscal year of <br />the City. <br />C. Zonin <br />Power: The City Council may, by ordinance, regulate the location, height, <br />bulk and size of buildings and other structures; the size of yards, courts <br />and other open spaces; the density of population and the uses of <br />buildings, structures and land for trade, industry, business, residence and <br />other purposes. <br />Procedure: Should Council enact regulations under subsection 1, above, <br />it shall establish a Zoning Commission and may establish a Zoning Board <br />of Adjustment. <br />
