<br />SUMMARY & RECOMMENDATION
<br />The project funded in FY 15-16 CIP provides for interior & exterior painting of the Fairmont elevated
<br />water tank. An Engineer’s evaluation in 2013 indicated the interior coating of the Fairmont elevated
<br />tank was in need of replacement. The project scope is to sandblast, replace the interior wet and dry riser
<br />coatings, to overcoat the exterior coating, and perform minor repairs to the elevated tank structure. In
<br />addition, the scope includes an additive bid to furnish material and labor to wash the interior wet area to
<br />remove surface contaminants per the technical specifications. The project also includes application of
<br />the Council approved logo on both sides of the tank at an allowance of $55,000 (raised from the initial
<br />allowance of $25,000 after consultation with council and city staff) and a project contingency of
<br />$24,000.
<br />There were 28 vendors/agencies that accessed the bid document and 12 vendors that bid the project. The
<br />base bids ranged from $117,400 – $425,000. Dunham Engineering, Inc., the City’s engineering firm that
<br />designed the rehab, reviewed the bids and prepared a recommendation letter. The lowest bidder,
<br />TankEZ, did not include dehumidifying the tank, which is a substantial task in the project, and Tank EZ
<br />requested the bid be withdrawn. The next low bidder, Gulf States Protective Coatings, Inc. (GSPCI)
<br />submitted a base bid of $228,025 and $15,000 for the Additive Bid is acceptable as presented.
