CALL TO ORDER <br />Mayor Pro-Tem Earp called the meeting to order at 4:01 p.m. Members of Council present: <br />Councilmembers Kaminski, K. Martin and J. Martin. Councilmembers absent: Leonard, Engelken, <br />Clausen, Zemanek, and Mayor Rigby. Staff present: City Secretary Patrice Fogarty, City Manager <br />Corby Alexander, and Assistant City Attorney Clark Askins. District 6 Councilmember-Elect Nancy <br />Ojeda was also present. A quorum was established pursuant to the Texas Election Code Section <br />67.004(a) whereby, Two members of the authority constitute a quorum for the purposes of <br />canvassing an election. <br /> <br />2. ELECTION ORDINANCE AND OTHER ELECTION-RELATED ACTIONS <br />(a) Consider approval or other action regarding an Ordinance of the City Council of the City of <br />La Porte, Texas, declaring the results of the City of La Porte General Election held on <br />May 6, 2017, for the election of a Councilperson-At-LargePosition B, Councilperson <br />District 1 and Councilperson District 6; and providing for other matters relating to the subject <br /> Mayor Rigby <br />City Secretary Fogarty read from the proposed Ordinance the number of votes cast for each candidate <br />and the names of those candidates who are declared elected upon adoption of the proposed <br />Ordinance. She also provided copies of official tally results for Councils use. <br />Councilmember Jay Martin made a motion to adopt the Ordinance declaring the results of the City of <br />La Porte General Election held on May 6, 2017, for the election of a Councilperson-At-Large <br />Position B, Councilperson District 1 and Councilperson District 6. Councilmember K. Martin <br />seconded the motion. MOTION PASSED UNANIMOUSLY 4-0. <br /> <br />Prior to council action, Assistant City Attorney Clark Askins read the caption of Ordinance 2017-3675: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS, DECLARING THE RESULTS OF THE <br />GENERAL ELECTION HELD ON MAY 6, 2017, FOR THE ELECTION OF A COUNCILPERSON-AT-LARGEPOSITION <br />B, COUNCILPERSON-DISTRICT 1, AND COUNCILPERSON-DISTRICT 6; FINDING COMPLIANCE WITH THE OPEN <br />MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br />3. COUNCIL COMMENTS REGARDING MATTERS APPEARING ON AGENDA; RECOGNITION OF <br />COMMUNITY MEMBERS, CITY EMPLOYEES, AND UPCOMING EVENTS; INQUIRY OF STAFF <br />REGARDING SPECIFIC FACTUAL INFORMATION OR EXISTING POLICIES <br />Councilmembers J.
