CALL TO ORDER Mayor Rigby called the meeting to order at 6:00 p.m. <br />2. INVOCATION AND PLEDGES The invocation was given by Minister Shawn Williams, Gates of Praises Church, and <br />the pledges of allegiance to the U.S. and Texas flags were led by Councilperson Bill Bentley. <br />3. PRESENTATIONS, PROCLAMATIONS, AND RECOGNITIONS <br />a. Proclamation in recognition of NAPTA Troubleshooting Skills Competition Day. \[Mayor Rigby\]. <br />b. Recognition of the retirement of Peggy Lee, Office Coordinator for the Planning and Development Department. <br />\[Mayor Rigby\] <br /> <br />4. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with state law, the time may be <br />reduced if there is a high number of speakers or other considerations.) <br /> <br />Chuck Rosa spoke in opposition to action of the Planning and Zoning Commission and item 6a. <br /> <br />Mayor Rigby reminded the Council that the adopted parliamentary authority was <br />for each member to be recognized twice for ten minutes each on each item. <br /> <br />5. CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in accordance with staff <br />recommendations provided. An item may be removed from the consent agenda and added to the Statutory Agenda for <br />full discussion upon request by a member of the Council present at this meeting.) <br />a. Approve the minutes of the regular session held on February 24, 2020. \[Mayor Rigby\] <br />b.Approve the appointment of Pat McCabe to an open position on the Building Codes Appeals Board. \[Mayor <br />Rigby\] <br />c.Accept the City of La Porte Fiscal Year Ending September 30, 2019, Comprehensive Annual Financial <br />Report (CAFR). \[Michael Dolby, Finance Director\] <br />d Award RFP #20503 for Delinquent Ad Valorem Tax Collection Services to Perdue Brandon Fielder Collins <br />& Mott, LLP. \[Michael Dolby, Finance Director\] <br />eAward Bid 20007- Lomax Elevated Water Storage Tank Rehabilitation to Maguire Iron, Inc., authorize the <br />City Manager to execute a contract in the amount of $275,000.00, and approve a project contingency of <br />$27,500.00, for a total authorization of $302,500.00. \[Ray Mayo, Director of Public Works\] <br />Page 1 of 3 <br />March 9, 2020, Council Meeting Minutes <br /> <br /> <br />
