CITIZENCOMMENT(Generally limited to five minutes per person; in accordance with state law, the time may be reduced <br />if there is a high number of speakers or other considerations.) <br />Rod Powell requested a local park be named in memory of former Councilperson Tommy Moser, perhaps the property <br />next to Seabreeze Park, with similar amenities, funded by plant donations. Barbara Norwine expressed displeasure <br />about young people on local roadwayson ATVs/four wheelers. She also said thatshe had observed inefficiencies in <br />City household trash pickup in theLobit areaand shared that mowing crews were passing over weeds when heavy <br />trash has been put out, asked that standing water at Main and Lobit be addressed, and announced that the San Jacinto <br />Monument would be holding a veterans observance in November. Philip Dunnasked for clarification of statements <br />about Councilpersons made at the last meetingand read from Proverbsand Ecclesiastes. <br />5.CONSENTAGENDA(Approval of Consent Agenda items authorizes each to be implemented in accordance with staff <br />recommendations provided. An item may be removed from the consent agenda and added to the Statutory Agenda for <br />full discussion upon request by a member of the Council present at this meeting.) <br />ApprovetheminutesoftheJune 14,2021,City Council meeting.\[LouisR.Rigby, Mayor <br />a.\] <br />b.Adopt Ordinance 2021--21 Budget. \[Shelley Wolny, Assistant <br />Finance Director\] <br />c.Award bid #21019, Asphalt Street Overlay Project, to Forde Construction Company, Inc. for approximate <br />quantities and authorize the City Manager to execute a contract establishing unitprices for asphalt street <br />reconstruction, not to exceed the available budgeted amount. \[RayMayo,DirectorofPublicWorks\] <br />Page 1of 3 <br />June 28,2021,Council Meeting Minutes <br /> <br />
