Adopt Resolution 2023-12, accepting the 2023 Harris County Appraisal District certified <br />appraisal roll for property situated within the City of La Porte, Texas. \[Michael Dolby, <br />Finance Director\] <br />f. Approve award of a community fence grant in an amount not to exceed $76,928.40 to the <br />Spencer Landing HOA and authorize the City Manager to execute all agreements associated <br />with this project. \[Matt Daeumer, Assistant City Manager\] <br /> <br />Councilperson Engelken moved to adopt the consent agenda; Councilperson Bentley seconded <br />the motion; the motion was adopted, 9-0. <br /> <br />5. PUBLIC HEARINGS AND ASSOCIATED ORDINANCES <br />a. The City Council will continue a public hearing opened on September 11, 2023, to receive <br />comments on the recommendation of the Dangerous Buildings Inspections Board for <br />condemnation of a dangerous/substandard structure located at 226 S. Bayshore Dr., La <br />Porte, Texas; followed by discussion and possible action to adopt Ordinance 2023-3932 <br />ordering condemnation of dangerous/substandard structure located at 226 S. Bayshore Dr., <br />La Porte, Texas \[Richard Glass, Chief Building Official\] <br /> <br />At 6:04 p.m., Mayor Rigby continued the public hearing opened at the September 11, 2023, City <br />Council meeting. Mr. Glass provided an update from conversations with the property owner. There <br />were no public comments. Mayor Pro Tem Engelken moved to continue the public hearing to the <br />October 23, 2023, City Council meeting; the motion was seconded by Councilperson Williams; the <br />motion was adopted, 8-1, Councilperson McCaulley voting against. <br /> <br />b. The City Council will hold a public hearing to receive comments regarding a <br />recommendation by the Planning and Zoning Commission to adopt Ordinance 2023-3953, <br />amending the Code of Ordinances of the City of La Porte, Chapter 106-Zoning, by amending <br />regulations related to the classification of short term rental uses in designated zoning <br />districts; followed by discussion and possible action to consider adopting Ordinance 2023- <br />3953 amending the Code of Ordinances, Chapter 106-Zoning, by amending regulations <br />related to the classification of short term rental uses in designated zoning districts. \[Teresa <br />Evans, Director of Planning and Development <br />\] <br /> <br />Mayor Rigby opened the public hearing at 6:14 p.m. Director Evans provided an analysis of the <br />proposed ordinance. Mayor Rigby closed the hearing at 6:33 p.m. <br /> <br />Councilperson Williams moved to adopt Ordinance 2023-3953, amending the Code of Ordinances <br />of the City of La Porte, Chapter 106-Zoning, by amending regulations related to the classification <br />of short-term rental uses in designated zoning districts; Councilperson Helton seconded the motion; <br />the motion was adopted, 9-0. <br /> <br /> <br />c. The City Council will hold a public hearing to receive comments regarding their <br />consideration of the proposed City of La Porte, Texas, budget for the 2023-24 Fiscal Year; <br />followed by discussion and possible action to adopt Ordinance 2023-3948, approving the <br />City of La Porte, Texas, Fiscal Year 2023-24 Proposed Budget. \[Michael Dolby, Finance <br />Director\] <br /> <br />Councilperson Martin signed a conflict of interest affidavit and did not participate in the discussion <br />or vote regarding the portion of the budget pertaining to the City of La Porte contract with the La <br />Porte-Bayshore Chamber of Commerce. <br /> <br />Mayor Rigby opened the public hearing at 6:37 p.m. Director Dolby provided updates. There were <br />no public comments. Mayor Rigby closed the public hearing at 6:48 p.m. <br /> <br />
