(Huitt-Zollars) appreciates the opportunity to provide this proposal for professional <br />architectural and engineering services to the City of La Porte (City) for preparation of a needs <br />assessment for the Public Works Service Center located on 23rd Street in La Porte, Texas (Project). Our <br />proposal is based upon the following scope of services, compensation, schedule and terms and <br />conditions. <br />SCOPE OF SERVICES: <br />1.0 Basic Services: <br />A. Task A - Programming Questionnaire: Huitt-Zollars shall prepare a programming questionnaire for <br />completion by selected City's staff. Upon receipt of the completed questionnaires, Huitt-Zollars will <br />prepare a space program spreadsheet for the building and the site. <br />B. Task B - Conduct a site visit to assess the condition of the facility (Architecture, MEP & Structure), <br />review utilization of existing spaces and observe operations. <br />C. Task C - Conduct program validation interviews with selected City's staff. During this meeting, we <br />will discuss the responses to the questionnaires and review the space program spreadsheet to fully <br />understand and evaluate a range of options before making critical decisions that will impact the design. <br />The purpose of this meeting is to: <br />1) Obtain input on the overall design concepts for the Project <br />2) Identify best land use and maximize useable space <br />3) Review the projected needs of the City <br />4) Identify and evaluate opportunities to improve operational efficiency <br />5) Review requirements for offices, plants, shops, storage, and other maintenance functions <br />6) Review administrative activities and requirements <br />7) Review public access <br />8) Review existing operational philosophy and policies, procedures, and techniques <br />9) Review contracted activities and requirements <br />10) Review communications (voice and data) and IT requirements <br />11) Review facility maintenance requirements that may affect material selection, plumbing, electrical, <br />heating, ventilation, and air conditioning <br />12) Review site and building security requirements <br />13) Review relationships and required adjacencies between functional areas <br />
