MI <br />May 21, 2019 <br />Mr. Ian Clowes <br />Planning and Development Department <br />City of La Porte <br />604 West Fairmont Parkway <br />La Porte, TX 77571 <br />Subject: Application for Second Amendment of Special Conditional Use <br />(Permit No. SCUP 03-011) <br />Dear Mr. Clowes: <br />This project description/justification letter is being submitted by the Port of Houston <br />Authority of Harris County, Texas (the "Port Authority") in conjunction with its application <br />to amend Special Conditional Use Permit No. SCUP 03-011 (as subsequently amended, <br />the "SCUP"). We request that the application be approved by the City of La Porte <br />Planning and Zoning Commission and City Council (collectively, the "City"). <br />The City issued the SCUP to the Port Authority in August 2003. The SCUP was amended <br />in or about October 2017 at the request of the Port Authority. As set forth in the Port <br />Authority's letter dated August 17, 2017 in support of the first amendment to the SCUP, <br />since the initial issuance of the SCUP, the Port Authority has carried out the permit <br />conditions, including, but not limited to landscaping, irrigation, installing a screen wall with <br />greenery, installing neighborhood -friendly lighting, and completing the required Property <br />Owners Value Assurance Program, the result of which was the creation of a significant <br />"green" buffer area between the facility and the community. <br />To permit the Port Authority's operations to continue to keep pace with the ongoing <br />changes in the industry since the prior SCUP amendment in 2017, the Port Authority is <br />seeking to further update its business processes at the Pre -Check Truck Gate. These <br />changes will permit the facility to operate more efficiently and enable more truck queueing <br />on our facility rather than Barbours Cut Boulevard.
