No. 1927,also known as <br />bill, becomes law effective September 1, 2021. The bill authorizes most Texans age 21 <br />and over to carry a handgun in a concealed or openly in a holster, without the <br />requirement to first obtain a handgun license. <br />This bill does not repeal the licensed to carry(LTC)law. <br />meetings?The new law states that constitutional carry is prohibitedin a room of an <br />open meeting of a governmental entity. Furthermore, the law allows the governmental <br />entity the flexibility to choose whether to post a sign at the entrances of the room where <br />the meeting is occurring, to alert the public that constitutional carry is prohibited at public <br />meetings. However,regardlessof whether a sign is posted, the unlicensed <br />possession of a firearm at a public meeting remains a felony offense. <br />HB 1927 does notremove the ability of those with a license to carry to attend a public <br />meeting with a firearm.Governmental entities continue to have the right to choose <br />whether to restrictopen and/or concealed licensed carry of firearms at public meetings, <br />by the display of signs at the entrances to the meeting. Currently, the City Council <br />allows concealed licensed carry, but not licensed open carry. <br />The City Attorneyhas reviewed this new law and is ofthe opinion that it would <br />be beneficialto post a sign prohibiting constitutional carry, because: <br /> <br />
