It would affirm what is already prohibited under the law and in that regard would <br />provide a service to the public. <br /> It would help to avoid confusion if the City Council desires to retain the existing <br />LTC signs allowing licensed concealed carry but prohibiting licensed openly <br />carry. <br /> Based on wording in the new law, the display of a sign prohibiting constitutional <br />carry would take away available defenses to prosecution for carrying a handgun <br />in an open meeting of the governmental entity without a LTC. <br /> <br />Staff would like to emphasize that HB 1927 is an outright ban on unlicensed carrying a <br />handgun into the room or rooms where a meeting of a governmental entity is held, if <br />the meeting is an open meeting subject to the Open Meetings Act, and if the entity <br />provided notice as required by the Open Meetings Act. This action item is only to <br />provide staff with direction whether City Council would like to require the posting of a <br />sign at the entrance of an open meeting to advise citizens that unlicensed carry is <br />prohibited by state law at open meetings of the City of La Porte.
