A total of 50 <br />vendors were notified and 20 vendorsdownloaded the proposal package. Only three <br />(3) service providers returned proposals and one (1) service provider submitted a letter <br />The City of La Porte has approximately412Commercial accountsthat utilize dumpster <br />service. City of La Porte Ordinance 58-66 provides that the City authorize a contractor <br />to furnish containers and collect garbage from commercial businesses and multi-family <br />complexes. This process provides advantages to the business owner inobtaining a <br />very competitive cost for the service and limitations on price increases stipulated by the <br />terms of the contract.There are provisions for annual costincreases following the first <br />full year of the contract. Increases are based on the Consumer Price Index and disposal <br />costs, with a cap of no more than 5% annually. Since 2013, the costs of commercial <br />service has increased by approximately 3.6%. <br />The initial contract term is for five (5) yearswith an option to extend for an additional <br />three (3)years with the agreement of both parties.The contract also provides <br />advantages to the City, in the fact there will be only one collection contractor within the <br />City on one set schedule. The franchise agreement provides that the contractor shall <br />pay the City 11% of the gross revenue. Also, dumpster service at City facilities and City <br />events is provided at no charge. <br />Multiple factors were considered in the RFPto evaluate the respondents:experience, <br />key personnel, comparable contracts, equipment,financial stability,abilityto provide <br />critical services, implementation plan, additional services that may benefit the City,and <br />costs of service were evaluated for each service provider.Waste Corporation ofTexas <br />(WCA dba GFLEnvironmental) scored the highest of the three respondents. WCA/GFL <br />solid waste service provider.City staff negotiated <br /> <br />
